Dynamic Builders lone bidder for 2 major NegOcc projects

NEGROS Occidental Acting Provincial Administrator Lucille Gelvolea explained on Monday, January 7, the lone bid of Dynamic Builders Inc. for the two major projects of the Provincial Government is legal as it followed the procedure prescribed by the procurement law.

Gelvolea made the explanation as Dynamic Builders is already set to implement the P1.7 billion project based on the unsolicited proposal they submitted to the province for the development of the old Provincial Administration Center (PAC) which is already up for demolition for the construction of a new multi-purpose building.

Dynamics was also the lone bidder for the construction of the new Pac building which is worth P900 million.

Gelvolea said the Design and Build Committee under the Provincial Engineer's Office is now reviewing the Terms of Reference and the Post Qualification of Dynamic Builders.

After the review, the results will be submitted to the Technical Working Group on infrastructure for another review before the project would be finally awarded to the lone bidder which is Dynamic Builders.

"We went through the process of inviting interested bidder but no one opposed Dynamics so it's a go and it's legal," Gelvolea explained.

Moreover, Gelvolea explained that despite the province asked for a six-month extension from Dynamic to vacate the old PAC building, but by March, all the offices that occupy will clear the area so that the company could start the demolition to give way for the construction of the new building.

Gelvolea further explained that the offices affected by the project have already started moving out from the old PAC building, with the Provincial Engineering Office to occupy the ground floor of the Philippine National Bank (PNB) which is owned by the province.

Further negotiation for some Capitol offices to rent on the other floors of PNB failed, Gelvolea said. (TDE)
