NEWLY-INSTALLED director of Police Regional Office (PRO) in Western Visayas vowed to strengthen internal reforms and organizational discipline among the personnel.
Chief Superintendent John Bulalacao, a graduate of Maringal Class 88 of Philippine Military Academy (PMA), officially assumed the post of Chief Superintendent Cesar Hawthorne Binag as officer-in-charge of PRO-Western Visayas during the turnover rites led by Director Rolando Felix of the Directorate of Integrated Police Operations (Dipo) for Visayas at PRO-Western Visayas headquarters in Iloilo City Tuesday, June 5.
Bulalacao, during his speech, said he will ensure organizational discipline, unit integrity, and individual reform that will henceforth dictate the direction of all actions.
"I will strengthen the oversight function of the command group and regional staff to regularly evaluate the performance of all provincial and city directors, staff and city directors and chiefs of police to ensure the attainment of command policies," Bulalacao said.
"My actions are anchored on the guidance of Director General Oscar Albayalde, chief of Philippine National Police (PNP)," he said, as he emphasized internal reforms and organizational discipline.
Bulalacao said cases involving police personnel arising from service-related circumstances will be given due consideration and appropriate legal assistance.
However, he also warned erring police officers who have poor performances, as they will be sanctioned as he will not tolerate it.
But good deeds and exemplary performances will be greatly acknowledged, he added.
He also said that his office is open to listen and take actions on urgent matters.
"I shall not fail you, I shall not betray the public trust," he said.
Bulalacao, a former PNP spokesperson, also committed to advocating a factual and truthful information aimed at reversing whatever unfair and adverse opinion that have resulted from past events.
The best public relations is good and honest performance, he said.
Meanwhile, he also vowed to continue the accomplishments of the region in the anti-illegal drug campaign to sustain the momentum of their gains.
"We will not stop our fight against illegal drugs and all forms of criminality," he added.
Meanwhile, Binag, who served at the regional headquarters for one year, expressed his gratitude to the men and women of PRO-Western Visayas for their support extended to him during his stint.
He urged them to continue their support to the new regional director.
Binag was transferred to the Directorate for Information and Communications at the PNP headquarters while Bulalacao's former post, PNP spokesperson, was assumed by Senior Superintendent Benigno Durana.
