THE petition asking for the reassignment of Provincial Human Resource Office Head lawyer Annabelle Palic was submitted Wednesday, March 3, 2021, by the Progressive Alliance of Capitol Employees (Pace) to Negros Occidental Governor Eugenio Jose Lacson.
"We hope that our governor will act on it because the acts of Palic contradicts his kind of administration which is pro employees," Renelo Lastierre, Pace president, said.
Lastierre also revealed that a culture of fear and retaliation had already been happening among Capitol employees because of the acts of Palic.
He said some employees already received threats against signing the petition against the HR head.
Lastierre also said they are ready to take some options, including holding prayer rallies, boodle fights or wearing black ribbons, to press for the reassignment of Palic because she made the lives of several employees "difficult" due to her acts and policies.
"She has been doing this kind of punishment to the employees since last year. It's high time to address the problem. The board has even summed up to declare her persona non grata," Lastierre added.
Among the complaints of the employees against Palic according to Lastierre included massive deductions of employees' leave credits at the height of the Covid-19 pandemic, especially those who were quarantined; her policy for retirees where she requires copies of Income Tax Return for the past 10 years despite that the Government Service Insurance System (GSIS), in answer to the letter-inquiry of Pace, has confirmed that such clearances are not necessary anymore for retirees' retirement claims.
"Several retirees have not received their GSIS retirement benefits yet because HR is not endorsing their papers. She held their papers, that's why they cannot yet enjoy the fruits of their labor," Lastierre said.
Palic, on the other hand, would not comment about the petition.
