E.B. Magalona Mayor Marvin Malacon said he has been providing for the salaries of 300 municipal employees for two months already because they don't have an accountant due to the petition of Vice Mayor Robert Acaling.
Malacon, on Monday, August 13, said the Civil Service Commission has ordered for the return to the original position of Ailyn Bilbao as a bookkeeper after Acaling filed a formal complaint that she is not a certified public accountant thus she is not qualified to be acting municipal accountant.
He said that Bilbao has been in the position for almost 26 years after he was appointed by previous administrations.
"This has been happening not only E.B Magalona that the acting accountant is not a CPA but because of Acaling's complaint, the employees including the municipal officials are not paid of their salaries," Malacon pointed out.
The mayor said there are several applicants for the position and that they may hire one soon.
Acting Provincial Accountant Ruby Grace Barbosa said on Monday that a staff of the municipal government of E.B. Magalona went to her office and asked if she can detail a CPA in their town.
But Barbosa said that they also lack CPAs in the office.
She also clarified that under the Local Government Code, it stated that a municipal or city accountant should be a CPA.
She also said that employees' salary is always a priority in their office. Once a payroll reached their office, they attend to it first and set aside their other obligations.
