An ORDINANCE imposing waste segregation at source and strict implementation of the "No Segregation, No Collection" Policy is on for the municipality of Mankayan in Benguet.
Mankayan Mayor Materno Luspian said an information education campaign for the ordinance with the cooperation of the stakeholders is ongoing.
The ordinance approved by the local council of Mankayan on February 6, covers all activities involving generation, segregation collection, recycling, disposal and treatment of refuse resources, applying to all residential homes, industrial and commercial establishments institutions like hospitals, schools, churches and private and public offices.
The new law prohibits littering or throwing of waste in public places, dumping of garbage in public and private areas, non-segregation of solid waste at source, unscheduled bringing out of waste, unauthorized dumping of solid waste at the disposal facility (MRF), transport of solid waste without nets or covering materials on the collection vehicles, opening burning of solid wastes, and burning of agricultural wastes.
The ordinance stipulates "All waste for collection must be segregated and properly stored in sealed receptacles and be brought out to the designated collection area only during scheduled collection time. Putting out wastes at the designated waste collection areas during no collection schedule shall be a violation.
The collected and segregated waste must be delivered to collectors for sorting, processing and proper disposal while unsegregated waste will not be collected.
The Mankayan Municipal Police Station and deputized Solid Waste Management officers are tasked as enforcers of the new law with fines and penalties of a P500 for the first offense, P1,000 for the second offense, P2,500 on the third and imprisonment of one month to six months at the discretion of the court for the fourth offense.
