AND IN what way does this "AlaZuMa" mafia are lording the public employment of teachers in the city over and over, Tony asked? Then Sam replied: well, I had been in this division for a long time and I noticed several things as they have been done; from magic tricks to miracles, from simple transactions to the anomalous once, and even forbidden relationships including acts, if you don't mind to ask. I will narrate it to you in its original form without inventing any part, if you wish. Then Tony replied: well my friend, I came here for the employment facts and not for some gossips which I cannot comprehend why in the world will this forbidden relationships ever entered your interest. Sam grinned and said: exactly Tony! You're so naèfve of these issues. Since time immemorial, that leter "A" and "T" in your "facts" keep on changing to letter "U" and "K" when this real world rotates. Relationships are vital in employment whether forbidden or not.
You must learn to dance, in whatever tune or lyrics. And don't mistake me for that "A" and "T", what I mean is "Ability and Talent", while letter "U" and "K" are the "Useless Kind" – from people, behavior and competency. As an example, take a look at those receiving clerks in the records section; what they've done all day is to take documents, mark the application letters only, while the rest of the supporting documents were not. There is no assurance that all your papers were properly documented when submitted. After the markings, papers will be passed from one hand to another; some papers will be stolen or detached. You're still lucky if specific pages of your application were missing, but alas, for some, all their papers are found in the trash bin. Those are there works every day in their lives, except rest days. They never made any improvements to make their skills or knowledge at par with quality and excellence. Their superiors, by no means, bothered to check this, because that's where they make all their magic tricks. That was just in the application stage of the human resource section. What more in other areas of the division like say; curriculum instruction, school governance and the most favorite source of "uselessness" - the infrastructure section. Tony wondered about how Sam became the undisputed repository of information. Sam even boosted that if he has the talent of Rizal, he might resurrect the existence of the "Noli Me El Fili" noble as applied or viewed in the DepEd dimensions.
Sam continued saying: In this division, Art, Lala, Zura and Marlyn are the majority in the seven membership votes, the rest are useless. They have exploited every loophole in the DepEd guidelines knowing that if someone stands their way and complained in the civil service, there are always available remedies – from superficial, irrational to the desperate choices, you can name a lot. Tony wants to test if Sam was not exaggerating, so he asks if he knows or can name anyone who made a complaint in the civil service. Sam replied: I know someone named Jack, who went to the civil service. But after some sort of inquiry, he discontinued his complaint for several reasons. And what would those reasons be, Tony asks?
