THE City Council, through the Committee on Public Utilities, Transportation and Traffic Legislation (PUTTL) has scheduled a dialogue to discuss a proposal "Extending the Mandatory Operation of PUJs in the City of Baguio, Amending Ordinance Numbered 66, Series of 1995 [Requiring All Jeepney Operators and Drivers Association in the City of Baguio to Provide Jeepney Units for Passengers until 9:00 in the Evening]".
The said proposed measure was filed by Councilor Joel Alangsab to amend the existing ordinance to provide jeepney units for passengers until 10 p.m. The proposal stated that there are complaints from the riding public anent the lack of sufficient jeepney units available to the public between 6 p.m. to 10 p.m.
Such insufficiency, according to him, resulted in prolonged standing and long lines on various jeepney terminals by commuters notwithstanding the fact that they are being soaked in rain or exposed to the elements.
Worse, he said, is the expected upsurge in the number of commuters in view of the increase of taxi fare rates. As such, there is a need to amend the existing ordinance to cope with the present or existing conditions.
The proposed ordinance will mandate the jeepney operators and drivers associations concerned to device a scheme or arrangement, whether on a rotation basis or not, to maintain a certain minimum required number of jeepney units available to the public until 10PM.
Meanwhile, the committee will discuss proposed ordinances which include an ordinance "Further amending Article XVI, Penalties of Ordinance No. 7, Series of 1984 [Comprehensive Traffic and Transportation Ordinance of the City of Baguio, as amended]," an ordinance "Providing for the Speed Limits of all Motor Vehicles within the Territorial Jurisdiction of the City of Baguio, Providing Penalties for the Violation Thereof, Collection of Road Crash Data, and Appropriating Funds for this Purpose" and a measure which seeks for the public utility vehicles (PUV) Modernization Program. The said public consultation will be held on August 15, 2018, from 8 a.m. to 4 p.m. at the Multipurpose Hall, Baguio City Hall.
