THE budget allocated for the casuals and job order employees of each member of the majority bloc in the Provincial Board (PB) has been transferred to the governor's office after Vice Governor Jeremy Jonahmar Pelaez's alleged inaction to their request.
Board Member Gerardo Sabal said the majority has approved an ordinance transferring the fund intended for their staff to the governor's office.
"Na transfer na kay the ordinance was already approved by the majority. We asked legal opinion and we are authorized to do such," Sabal said.
"For this year, gi-specify kung pila per board member pero subo kay wala man aprobahi sa bise gobernador. Ang amo lang pangutana ngano wala aprobahi nga naa man sa approved budget," he added.
He said in the approved annual budget for 2020, each board member is entitled to a maximum of four casual employees.
Sabal said they submitted an endorsement letter to the vice governor early January and complied with the requirements as practiced, but he said it was not acted upon.
"First week sa January naghatag dayon mi og endorsement letter kay mangayo man siya sa ngalan sa among mga girecommend and naa man requirements ipa submit ana as provided for sa Human Resources and Management Office, pero niabot na duol mahuman ang Enero, wala pa gihapon ma-approve," Sabal said.
Sabal said this is why the majority decided to transfer the fund to the governor's office so they can still have staff who can work for them.
"Pero ang sa bise gobernador ug sa duha niya ka kauban nga board members wala namo kuhaa. We leave it to them kung unsaon na nila paghatag," Sabal said.
"In politics, we respect whoever is the head of the SP (PB), which is vice governor but naa pud nahipatik sa balaod nga guidelines and protocols nga sundon under the principle of the rule of the majority that has to be respected also because the voice of the majority always prevails to the voice of one person," he added.
