CEBU Pacific (CEB) President and Chief Commercial Officer Xander Lao expressed excitement over recent advancements in air travel within the Davao Region, particularly the groundbreaking of Mati Airport and the potential launch of a direct Davao-Japan flight.

Speaking at a recent event, Lao told VoxPop Davao that CEB is eager to explore opportunities in Mati City, recognizing its potential as a premier tourist destination.
"We're always excited whenever there's infrastructure development. A new airport means additional air service, which is always a positive step forward," Lao said.
While Cebu Pacific has yet to finalize plans for flights to Mati, Lao emphasized that the local government must ensure adequate infrastructure, including hotels and tourism services, to accommodate an expected influx of visitors.
"Developing a tourist destination is a multi-pronged approach. But given the natural beauty of Mati, there’s definitely huge potential, and we look forward to seeing how it progresses," he added.
Cebu Pacific will conduct an inspection of the airport’s specifications, particularly the runway length, to assess its operational viability. While invited to the groundbreaking ceremony, Lao said they were unable to attend due to scheduling conflicts.
"The Philippines, being an archipelago, requires extensive airport and infrastructure development," he noted.
The Province of Davao Oriental led the groundbreaking ceremony for the Mati Airport Development Project on February 10, 2025, with operations expected to commence in 2026.
Mati City Mayor Michelle Nakpil Rabat highlighted that the airport would drive more than just tourism; it would also stimulate economic growth, boost the fishing industry, and support Davao Oriental’s agricultural sector.
Further support for the project was announced on February 17, when 2nd District Representative Cheeno Miguel Almario confirmed an additional P700 million in funding through the 2025 General Appropriations Act (GAA)—P300 million for runway asphalt overlaying and P400 million for facility upgrades.
Davao Airport modernization
Lao also shared his enthusiasm for the proposed modernization of Francisco Bangoy International Airport (Davao International Airport), which is set to undergo privatization to enhance operations and facilities.
Former Department of Transportation (DOTr) Secretary Jaime Bautista previously announced that the privatization effort would move forward through a partnership with the International Finance Group (IFG), which will serve as the transaction adviser for the airport’s operations and maintenance.
The initiative aims to elevate Davao International Airport to world-class standards, mirroring successful developments in Clark and Mactan-Cebu airports.
"We always welcome infrastructure development, whether it's terminal expansion, facility upgrades, or efficiency improvements. These advancements significantly enhance passenger experience," Lao stated.
The Mindanao Development Authority (MinDA) confirmed that the airport’s modernization is still securing funding and is included in a P253.7 billion portfolio of public-private partnership (PPP) and joint venture (JV) projects in Mindanao.
Davao City Mayor Sebastian Duterte has urged the Civil Aviation Authority of the Philippines-Davao Region (CAAP-Davao) to expedite improvements to airport facilities and services to accommodate increasing passenger traffic.
Davao-Japan direct flight
The Japanese government recently announced plans to establish a direct flight route between Davao City and Japan, aiming to strengthen diplomatic and economic relations while providing greater travel convenience for business and leisure travelers.
During the celebration of Emperor Naruhito’s 65th birthday on February 13, 2025, at the SMX Convention Center in Davao City, Japan’s Consul General in Davao, Ishikawa Yoshihisa, revealed that discussions are underway for the direct flight’s launch.
This development follows Japan’s decision in December 2024 to downgrade its travel advisory for Mindanao, now classifying the Davao Region as Level 1, meaning it is safe for travel.
Lao said Cebu Pacific is monitoring the possibility of adding a Davao-Japan direct flight as part of its route expansion. However, he noted logistical challenges, as the route would be one of the longest in CEB’s network.
"We see interest in a Davao-Japan route, but operationally, it’s challenging due to the distance. We need more market scale in Davao before we can commit to such a long-haul route," Lao explained.
He also emphasized that Japan’s potential visa-free policy for Filipino travelers could significantly boost passenger demand.
Davao International Airport sees 2.5M passengers in 2024
In 2024, Cebu Pacific transported over 2.5 million passengers through Davao International Airport, marking a 22% increase (460,000 additional passengers) compared to the previous year.
In January 2025 alone, the airline operated more than 1,600 flights to and from Davao—44% more than the 1,100 flights in January 2024. Seat capacity surged by 76%, from 190,000 to 334,000 in the same period. The total number of routes to and from Davao also expanded to 14.
