

THE City Treasurer’s Office (CTO) Online Cedula Application Platform has processed a total of 70,555 applications since its launch in May 2023, highlighting the growing demand and success of Davao City’s digital public service initiative.
Initially, from May to December 2023, the platform processed 402 applications. However, its usage surged significantly in 2024, with 20,106 applications processed throughout the year. By March 2025, the platform had already recorded 50,047 applications, demonstrating its increasing popularity and efficiency.
The rapid growth in online applications is credited to the City Government of Davao’s extensive outreach efforts.
Social media campaigns and the distribution of informational materials effectively informed residents about the convenience and benefits of using the online platform to apply for their cedula, eliminating the need for in-person visits to government offices.
To ensure that residents without reliable internet access can also benefit from the service, the CTO has set up two self-service kiosks in the lobby of the Sangguniang Panlungsod Building. These kiosks provide an alternative for Dabawenyos who may not have access to a computer or the internet at home, further expanding access to the service.
Developed in collaboration with the City Information Technology Center (CITC), the Online Cedula Application System is a vital part of Davao City’s ongoing efforts to modernize its public services. This initiative is designed to streamline government processes, reduce wait times, and increase accessibility for all residents, in line with the city’s broader goals of improving efficiency and customer service through digital transformation.
The city government emphasized that this digital shift is just one of many steps Davao City is taking in its commitment to providing fast, efficient, and accessible public services for all. DEF
