DavOro guv introduces governance framework; vice guv vows full support

IN LINE with his administration’s top priorities, Davao de Oro Governor Raul G. Mabanglo presented on Monday, July 8, 2025, his flagship governance framework dubbed “KAP” — Kahimsug, Assistance, ug Proyekto, during an executive briefing organized by the Department of the Interior and Local Government (DILG)-Davao de Oro.

The event, held at the provincial activity center, gathered key officials from the 10th Sangguniang Panlalawigan, department heads, assistant heads, and capitol employees. The goal was to align local governance strategies with the current administration’s vision for inclusive growth and service delivery.

“This will serve as our guide,” said Mabanglo, referring to KAP, which focuses on health, social assistance, and infrastructure projects. “We urge everyone to participate actively so that our province can move forward as one.”

The executive briefing also served as a venue for reviewing the accomplishments of previous administrations and presenting the roadmap of development under Mabanglo’s leadership. 

A major component of the plan includes the establishment of Maduolan Centers in strategic municipalities such as Mabini, Maco, the Masara Lines, and Laak to improve access to services.

“There is always room for improvement — every day, every year, every administration. That’s why we are introducing enhancements, not replacements,” the governor emphasized. “Let’s not think this is a complete overhaul. Rather, it’s about improving areas where we saw gaps. This is for the good and development of the province.”

DILG Provincial Director Ma. Aurora C. Corpuz praised Mabanglo’s leadership, highlighting the advantage of having an engineer at the helm. 

“His technical background brings a professional lens that values planning, precision, and long-term impact,” she said.

Meanwhile, Vice Governor Dorothy M. Gonzaga pledged full support for the administration, assuring that the Sangguniang Panlalawigan stands behind the governor’s initiatives.

“We may not expect smooth sailing all the time, but we are committed. Any call, any project from the governor — you can count on our support,” Gonzaga affirmed.

The provincial government looks to sustain momentum by institutionalizing these new strategies and enhancing interdepartmental collaboration through regular updates and performance reviews. DEF
