On 29 July 2025, A new milestone in regional health industry cooperation was achieved with the ceremonial signing of a Memorandum of Understanding (MoU) between the Himpunan Pengembangan Ekosistem Alat Kesehatan Indonesia (Hipelki) and Instatech, Inc., a medical device distribution company based in Davao City, Philippines.
The signing took place during the prestigious Rapimnas Hipelki 2025 / The 2nd Medical Device Ecosystem Day held at The Westin Jakarta, Indonesia.
The Instatech delegation was led by Mr. Walter Saavedra Villacencio (President and CEO), joined by Mrs. Melanie Virtudazo Villacencio (Executive Vice President) and Ms. Althea Kate Virtudazo Villacencio (Director – Pharmacist). Their presence symbolized a strong intent to enhance access to standardize medical technologies and supplies, as well exploring partnerships and networking with Indonesian suppliers.
The ceremonial signing was held during a national leadership forum supported by the Government of the Republic of Indonesia, and attended by high-ranking officials including: Minister of Health, Minister of Industry, Vice Minister of Trade, representing the Vice President of Indonesia, and Ministry of Foreign Affairs of the Republic of Indonesia
In his keynote address, Dr. Randy H. Teguh, Chairman of Hipelki, emphasized the significance of a united ecosystem in achieving self-reliance and global competitiveness. He welcomed delegates from various countries and sectors, including academic and industry representatives from Philippines, Taiwan and Australia, and stressed the vital role of collaboration and professional partnerships.
Vice Minister of Trade, Ibu Diyah Roro Esti Widya Putri, representing the Vice President of Indonesia, highlighted the country’s strategic focus on economic diplomacy, self-reliance in the health sector, and the potential for export expansion. She encouraged industry leaders to take advantage of regional partnerships and trade agreements.
Similarly, Dr. Rizka Andalusia of the Ministry of Health reiterated the government's commitment to strengthening Indonesia’s health resilience through local production of medical equipment and regulatory support. She praised industry players for their innovation and adaptability, especially during recent global health challenges.
Dr. Setia Diarta, Director General of ILMATE at the Ministry of Industry, highlighted the strategic role of the medical device industry in achieving Indonesia’s 2045 vision. He emphasized Indonesia’s strong manufacturing performance — ranked highest in Asean — and growing interest from global brands to invest in local production. Dr. Diarta also underscored the government’s focus on reducing import dependency, fostering high-tech innovation, and building a resilient, export-oriented medical device ecosystem.
The Consulate General of the Republic of Indonesia in Davao, under the leadership of Consul General Agus Trenggono, Co-Partner with Secretary General of Asia, Pacific and Africa, Ms Trisari Dyah Paramita, alongside with economic team Consul for Economic Affairs Ms. Novita S.D. Supit and Ms. Evita Chaesara played a key role in facilitating the process, coordinating meetings, and accompanying the delegation throughout the mission.

Patrick Wahyu Dwisaksono from Hipelki, Mrs. Melanie Virtudazo Villacencio, Executive Vice President of Instatech, Ms. Althea Kate Virtudazo Villacencio, Director–Pharmacist of Instatech were present to witness the momentous occasion. Looking ahead, both parties expressed openness to explore deeper collaboration through a potential Memorandum of Agreement (MoA), subject to further discussions and alignment of interests. Business matching activities with Indonesian medical device manufacturers are also being encouraged to help identify mutually beneficial opportunities.
