

VICE President Sara Duterte said that the “unmodified opinion” the Office of the Vice President received from the Commission on Audit (COA) demonstrates its “transparency, accountability, and compliance”.
“It shows transparency and accountability and the compliance of the Office of the Vice President with all the regulations required by law,” Duterte said during a media interview on July 9, 2025, at The Hague, Netherlands.
She said that she is thankful for the hard work of COA and all the OVP personnel.
Earlier, the OVP received an unmodified opinion from the COA for the fiscal year 2024.
In a letter to Duterte, COA stated that it audited the financial statements of OVP, as well as its financial performance, cash flows, statements of changes in net assets/equity, and the comparison of budget and actual amounts as of December 2024.
COA added that it conducted the audit in accordance with the International Standards of Supreme Audit Institutions.
However, COA clarified that the unmodified opinion does not mean that there were no misstatements found during the audit or that there were no uncorrected misstatements at the end of the year.
The unmodified or unqualified opinion is issued when the auditor concludes that the financial statements are prepared in all material respects per the applicable financial reporting framework.
The OVP also received an unmodified opinion from the COA in 2023, but still it received allegations of misusing confidential funds in 2022, which led to a probe by the House of Representatives committee on good government and public accountability. RGP
