DAVAO City Councilor Bonz Andre Militar announced that the Sangguniang Panlungsod (SP) has officially implemented the Legislative Information Support System Program (LISSP) during their council session on Tuesday morning, February 4, 2025.
Militar told reporters that after several delays, the LISSP is now being utilized in council sessions. This move aligns with the Less Paper System Ordinance, a landmark initiative aimed at digitizing transactions within the SP and significantly reducing paper usage. Previously, the council used multiple reams of paper every session but with this initiative, the amount of paper to be used is expected to be greatly reduced.
“Grabe maka-use og paper, sauna maka-abot sila’g 700 reams plus depende sa agenda. Karon less than five reams na lang ta per month (The council used to consume a lot of paper, before they would reach up to 700 reams or more depending on the agenda, but now it's less than five reams per month),” he said.
Militar said that the councilors underwent training through a meeting to ensure they know how to use the LISSP, proudly saying that all councilors are now familiar with the system.
He added that even the seasoned councilors welcome the LISSP and are now knowledgeable about how to use it.
Militar revealed that the program was initially supposed to be fully implemented last week, but adjustments were needed, such as changing fonts and making the system more user-friendly. Under the LISSP, the 27 councilors, including the Vice Mayor, will each be provided with a tablet to be used.
Militar said that the public would have access to the LISSP once the Sangguniang Panlungsod website is officially launched. This will allow the public to monitor ordinances and resolutions.
Anticipating potential challenges with internet connection, Militar assured that they have a redundant internet provider. If one service fails, the other will take over. He also said that the City Information Technology Center (CITC) has put in place several measures to ensure that the program will not be vulnerable to hacking.
Militar added that to maintain the program annually, they would allocate about P800,000 for the firewall, cloud server, and security.
The use of the LISSP is in line with the landmark Less Paper System Ordinance, which aims to digitize transactions at the SP and reduce paper usage. The ordinance was approved on third and final reading on September 26, 2024. RGP
