INCOMING Philippine National Police (PNP) chief Oscar Albayalde said Thursday, April 19, that four police officials will be assigned to new posts as he is set to vacate his at the National Capital Region Police Office (NCRPO).
Albayalde said Directorate of Operations chief Director Camilo Pancratius Cascolan will replace him at the NCRPO. They were both members of the Philippine Military Academy (PMA) class of 1986.
Cascolan will be replaced by Calabarzon Police Regional Office director Chief Superintendent Ma. O Aplasca.
Taking Aplasca's position is Quezon City Police District (QCPD) director Chief Superintendent Guillermo Eleazar who will then be replaced by Chief Superintendent Joselito Esquivel who is assigned at the directorate for intelligence.
He said the reshuffle was triggered by his assignment as the new PNP chief.
Albayalde said these appointments were not arbitrary but were deliberated upon by an oversight committee.
"Well there's always that pressure within classmates. Natural lang 'yon but then again I do not decide on my own. Meron akong tinatawag na parang oversight committee dito," Albayalde said.
"We deliberate on the performance ng mga tao, even 'yung mga classmates namin. Just the same, tinitingnan pa rin namin 'yung history niya, kung ano ba ang experience niya, skills niya over the years magmula nang pumasok siya sa service," he added.
He also said that even President Rodrigo Duterte refused to dip his hands into the reshuffling in the PNP.
"No, actually no, not even the President, in fairness to the President. I reported to him two days ago. Ang sabi niya hinding hindi siya makikialam sa positioning ng mga tao. Sabi nga niya kung may tatawag diyan gamit ang pangalan niya, ''Wag kang maniwala diyan,' sabi niya," Albayalde said.
"He will not meddle with our organization, with our decisions. He'll not meddle with any positioning lalo na sa loob ng PNP," he added. (VoxPop Philippines)
