TWO unlicensed dentists, who were earlier arrested for practicing illegal dentistry in Davao City, are already facing charges before the court.
Charged with violation of the Republic Act 9484, or The Philippine Dental Act of 2007, are Rezil Talisic Estoy and her husband Joelan Lubis Estoy.
In a three-page resolution, Prosecutor Myla Comendador-Lao found probable cause to charge the accused based on the complaint filed by the National Bureau of Investigation (NBI)-Davao, the Anti-Scam Unit, and Dr. Carlos Capitan II.
The NBI, in its affidavit, attested that they received a letter from Anti-Scam Unit head Simplicio Sagarino, requesting support for the arrest of two suspects practicing illegal dentistry based on the complaint filed by the Davao City Dental Chapter chairman Dr. Carlos Capitan II.
The Anti-Scam Unit earlier conducted surveillance in Isla Verde and confirmed that a certain alias Editha Dando (Rezil Estoy) has been practicing dentistry without license from Professional Regulation Commission (PRC).
The two accused offered oral prophylaxis-deep cleaning, tooth filing, installing orthodontic braces, fabricating dentures and retainers in the unhygienic environment of their make-shift dental clinic.
This was confirmed when an undercover customer booked an appointment with Editha. The couple was arrested after the undercover agent handed a P400 payment to them.
Recovered from the suspects were dental equipment, other instruments, and dental materials/supplies.
The NBI-Davao has so far conducted two operations against fake dentists and made three arrests since last year.
Per verification from the PRC and the Philippine Dental Association, the names of the accused did not appear in the list of the licensed dentists authorized to practice dentistry in the country.
The prosecution said the conduct of the two accused showed conscious design to commit an offense. Attached to the complaint is a photograph showing how Rezil orally examined the teeth of the poseur-customer.
