THE Civil Service Commission (CSC) in Negros Occidental is urging government service offices to improve the delivery of frontline services and comply with the provisions of the Anti-Red Tape Act (Arta).
Lawyer Erna Elizan, director of CSC-Negros Occidental, said those who were not included in last year’s Arta Report Card Survey (RCS) of the agency should “improve” as early as now.
For those who were surveyed already, they should not settle for less but for excellence, or even more, she added.
“They should aim for excellence with higher ratings,” Elizan said, stressing that “despite being excellent, there is still room for improvement.”
Earlier this week, the CSC released its latest RCS that shows the public’s perception on the quality, efficiency, and adequacy of services government offices provide.
The selection of target agencies to be surveyed was based on high-density transactions and number of complaints or feedback received.
Of the 1,109 service offices surveyed from March to December 2016, Bago City was the only local government unit (LGU) in the Visayas included in the 140 agencies, sectors, and institutions to receive the highest ratings.
Other cities, including Bacolod, Kabankalan and Sagay and towns of E.B. Magalona, Binalbagan and Hinigaran were given “good” ratings, while Himamaylan City got “acceptable” grade.
Cadiz City, meanwhile, was the only LGU in Negros Occidental given a descriptive rating of “failed.”
Under Land Bank of the Philippines (LBP) branches category, CSC graded the one in Sipalay City as “excellent,” and in Cadiz City, “good.”
For local water utilities, Silay City Water District, Victorias City Water District, and Himamaylan City Water District were also graded “excellent.”
“Good” quantitative measure of public’s perception was given to water districts in cities of Cadiz, Bago, Talisay, Bacolod, Kabankalan, La Carlota and Sagay, and in Binalbagan town.
Among state universities and colleges (SUCs), the Carlos Hilado Memorial State College-Main Campus in Bacolod City obtained “acceptable” rating.
Elizan said those who have earned low ratings are given recommendations by CSC on which areas to be improved.
The CSC is encouraging them to look at these areas to work on, so that during the next survey, hopefully, they will have higher ratings, she added.
Elizan said that Cadiz City will undergo a service delivery enhancement program, an intervention offered by the Arta Unit of CSC-Western Visayas.
Negros Occidental has a culture of excellence, she said, adding that based on CSC’s observation, generally, agencies in the province are always at par when it comes to delivery of frontline services.
There are just some areas that need improvements, Elizan added.
