THE Davao City Council last Tuesday approved on second reading the Anti-Islamic State of Iraq and Syria (Isis) Ordinance, which seeks to punish persons, who recruits another person to membership in the Isis and its allied terrorist group.
The proposed resolution punishes the act of recruiting and membership to Isis including those professing to support the group, distribution of propaganda materials, and failure to report Isis related activities.
Section 2 of the draft of the ordinance states the ordinance cover those who recruits another person to membership in the Isis and or to its allied local terrorist group, whether that person is recognized by Isis leadership or not.
It will also cover members of the Isis or its allied local terrorist groups, those who adhere to and profess express support to the Isis and or its allied local terrorist groups, such as but not limited to giving them any kind of aid or comfort, attendance to meetings and the like.
Yesterday, Davao City Councilor Pilar Braga that a provision for information dissemination shall be included in the ordinance.
Councilor Conrado Baluran also added that movie theatres aside from tri-media will be included as a medium for the info drive.
Councilor Jimmy Dureza also proposed that a fine of P5,000 or one month imprisonment or both decided at the discretion of the court will be the respective punishment for those who will violate the ordinance. (KVC)
