BACOLOD City Water District (Baciwa) general manager Mario Macatangay on Monday, July 31, said he is consulting his lawyer to determine what case he could file to question the recent decision of the Civil Service Commission (CSC) invalidating his appointment.
The decision consequently ordered the reinstatement of former general manager Juliana Carbon.
“I don’t know what I’m going to file because I’m not part of the case. It should be the Baciwa Board that should file the motion for reconsideration,” Macatangay said.
The CSC central office in Quezon City, in its decision promulgated on July 12, 2017, ordered the payment of Carbon’s back salaries starting August 18, 2015 until her actual reinstatement is affirmed.
Consequently, the appointment dated December 1, 2015 of Macatangay as general manager is invalidated, it stated.
The Baciwa Board was also directed to implement the decision of the CSC.
Macatangay, who was formerly assigned at Local Water Utilities Administration (LWUA), said he did not receive a copy of the CSC order because he is not part of the case and he was only informed by one of the directors.
Macatangay was first appointed as interim general manager on August 2014 during a crisis that stemmed from the suspension of Carbon.
“I can’t go back to LWUA and I don’t even know if I can retire because based on the CSC’s decision, it’s just invalidating by appointment without giving me any direction on what to do next,” he said.
Macatangay added that he has been in government service for almost 39 years and he will await the decision of the Baciwa Board.
