BACOLOD City Water District (Baciwa) Board of Directors should pay the back wages of former general manager Juliana Carbon on their own and not pass it on to consumers, a city councilor said on Thursday, July 20.
City Councilor Ricardo Tan said the decision of the Civil Service Commission (CSC) is correct in ordering the reinstatement of Carbon.
The CSC in Quezon City had earlier ordered the reinstatement of Carbon after invalidating the appointment of current general manager Mario Macatangay.
The decision promulgated on July 12, 2017 ordered the payment of Carbon’s back salaries starting August 18, 2015 until her actual reinstatement is affirmed. Consequently, the appointment dated December 1, 2015 of Macatangay as general manager is invalidated, it stated.
The Baciwa Board was also directed to implement the decision of the CSC.
Tan said Carbon is protected by her security of tenure, adding that she served Baciwa for a long time and she rose from the ranks with a good performance.
He recalled that Carbon was out of Baciwa after the conflict ensued between her and the Board of Directors so she filed the case.
“Whoever was responsible in driving Carbon out of Baciwa should be the one to pay her back wages. Liabilities should not be shouldered by Baciwa neither shall be it passed to the people of Bacolod,” Tan said.
He added that he expects Carbon and the Board of Directors will work together for the welfare of the people of Bacolod.
“Baciwa is a service-oriented, not a profit-oriented corporation. There should be an effective leadership to improve its services and to address the water shortage,” Tan said.
Carbon, who is presently connected with the City Prosecutor’s Office, had earlier said she is waiting for the decision of the Baciwa Board to implement the CSC order.
