THE Baguio City Council passed on the first reading a proposed ordinance for the selection of the best performing public school in the City.
Authored by Councilor Leandro Yangot, the proposed ordinance is set to institutionalize the search for best performing public school in the city.
Yangot, in his explanatory note, said despite the several trainings for elementary and secondary schools in city, students were not able to perform well in the National Achievement Test (NAT).
“NAT record shows the learners failed to attain the National Standard of 75 percent mastery level,” Yangot said.
Elementary public schools in the city from 2012 to 2014, have an average of 60.55 percent passing rate which is 14.45 percent below the national standards.
Baguio’s public high school, meanwhile, has an average of 55.77 passing rate, 19.25 percent below the national passing rate.
“Generally, this ordinance aims to encourage or motivate all school internal and external stake holders to help school learners improve in their academic and behavioral performance,” Yangot’s proposal said.
Under the proposed ordinance, the division superintendent, assistant superintendent, supervisors, administrative officer, accountant and other concerned personnel were tasked to conduct the pre-planning and planning of the project.
Moreover, the study and improvement of the project will be organized by the Search Committee Members. The search will be disseminated during the mancom meetings and through the division memorandum.
The Search Committee will be conducting an ocular inspection, record analysis and other monitoring techniques on very February and March of every School Year.
The Proposed Ordinance has set criteria of 30 percent for latest NAT result, drop-out rate of 10 percent, and PTA participation of 15 percent.
Other criteria set by the proposed law include fund utilization, submission of liquidation reports at five percent, appropriateness of liquidation at seven percent, and three percent for presence of transparency board.
Also included in the criteria is school environment factors as well school discipline of learners, teachers, non-teaching personnel, and school head and minimized bullying of five percent and another five percent for health condition of learners and personnel.
A plaque of recognition and cash prizes to the champion, second, third and fourth placers while a plaque of recognition to the participating schools.
