CAGAYAN de Oro City Treasurer Glen Bañez has resigned as city treasurer and replaced by his erstwhile assistant following the order from the Bureau of Local Government Finance (BLGF)-Northern Mindanao effective Friday, March 10.
Assistant City Treasurer Ramon Antonio Mendoza received the order last Friday and is now the acting city treasurer.
Mendoza said Bañez requested for a transfer and was possibly recalled to his previous employment in Quezon City.
“I think iyang kaugalingon choice nga nag-request siya for transfer and sa akong nahibaloan girecall siya sa iyang mother station (I think it was his personal choice to request for the transfer. From what I know, he was recalled to his mother station),” Mendoza said.
Bañez served as the officer in charge of the City Treasurer's Office since the first term of Cagayan de Oro City Mayor Oscar Moreno in 2013.
Moreno and Bañez were ordered dismissed by the Office of the Ombudsman last year in connection with the Ajinomoto tax settlement case but the Court of Appeals overturned the Ombudsman ruling.
In the two-page BLGF order dated March 9 and penned by regional director Herminigilda Garsula, Bañez was instructed to “turn-over subject office to Mr. Mendoza together with among others cash, properties, and equipment, books of accounts including cash books and accountable forms and clear himself form money and property accountabilities.”
Mendoza said Bañez is scheduled back on Wednesday for the proper turn-over.
Mendoza said Moreno may have approved the request of Bañez resulting to his designation as acting city treasurer.
“Sa request for transfer, mag ask man permission sa mayor and permission sa asa siya mobalhin kung dawaton ba siya so posible nag-ok si mayor that's why gidesignate ko kay dili man pwede naay vacancy (It is customary to ask the mayor’s permission for the transfer. It is possible that the mayor okayed the move that is why I was designated as there can be no vacancy),” Mendoza said.
Mendoza, who was planning to retire this year, has been working in a treasurer's office for 39 years.
He said the operations will be maintained and the service will be improved.
“Walay kausaban ug padayon ang atong serbisyo (There will be no changes and the services will continue),” Mendoza said, adding that the former occupant of the City Treasurer’s Office has been an asset for the city.
