LAWYER Juliana Carbon said on Tuesday she has received the resolution of the Board of Directors of Bacolod City Water District (Baciwa) affirming the Civil Service Commission (CSC) decision for her reinstatement as general manager.
"I am thankful to the Baciwa Board for implementing the CSC decision. I'm very happy and this is a justice for me. I know I have a mission to fulfill for the water district and for the City of Bacolod," she said.
Carbon said that she has to secure a clearance first from the Department of Justice (DOJ), where she has been working as prosecutor, before assuming office at Baciwa.
Lawyer Lorendo Dilag, chairman of the Baciwa Board, had earlier said they unanimously approved that Carbon will be reinstated to her post, provided she submits the necessary clearances from the DOJ.
Carbon said she already has a clearance from the Regional Prosecutor's Office and this week, she will process her clearance from the central office in Manila.
The CSC had earlier ordered the reinstatement of Carbon after invalidating the appointment of current general manager Mario Macatangay.
The decision promulgated on July 12, 2017 ordered the payment of Carbon's back salaries starting August 18, 2015 until her actual reinstatement is affirmed.
The appointment dated December 1, 2015 of Macatangay as general manager was invalidated by the CSC.
Once she assumes office, Carbon said she will conduct an assessment of the present situation of Baciwa.
"I have received reports that there are a lot of problems in Baciwa. I will see what I can do, but the foremost is the improvement of the water service," she said.
