THE municipality of Carmen in Cebu has been placed under state of calamity after the heavy downpour brought by a low pressure area caused flooding Sunday, April 16.
The heavy rain, which lasted more than five hours, was caused by the Tropical Depression "Crising," which weakened into a low pressure area on Saturday evening after making landfall.
More than 200 families were affected after a landslide and a flood due to an overflowed river occurred in Carmen, sweeping wooden houses, toppling trees, damaging crops and destroying concrete fences, appliances and vehicles.
The flood, which was chest-deep past 3 a.m. in some areas, killed livestock and nine persons in Carmen and Danao City, most of them asleep. Mud flowed into concrete houses.
Carmen Mayor Gerard Villamor said the town has P10-million calamity fund, which can be used to provide assistance to the affected families.
The heavy rain, which started Saturday evening and persisted until Sunday morning, also caused flooding in some parts of Cebu such as in towns in northern Cebu, Danao City Cebu City, and Talisay City.
On Saturday afternoon, six Visayas areas were placed under Tropical Cyclone Warning Signal 1: Northern Cebu, Northern Samar, Eastern Samar, Samar, Biliran and Leyte.
