BACOLOD City Executive Assistant Celestino Guara, cluster head on peace and order and police matters, warned on Tuesday City employees engaged in "fixing" of business permits that they could face administrative charges.
Guara said they have monitored some employees personally processing the business permits of their friends or relatives in Business One-Stop-Shop at the Bacolod Government Center.
"They are government employees and they are not allowed to process the business permits of their friends because they are spending government time," he said.
"The government pays them to serve the public and not to waste their time on personal transactions," Guara added.
Last year, Leonardia issued Executive 04, creating the Core Team to review the Anti-Red Tape Act and revisit the Citizens' Charter.
The team is composed of City Administrator John Orola, as the chairperson; Human Resource Management Officer Erman Aguirre as vice chairperson; and Secretary to the Mayor Edward Joseph Cuansing, Supervising Administrative Officer Federico Guanzon, Executive Assistants Guara and Montoyo as members.
Guara said those who engaged in "fixing" of business permits are from the
Office of the Building Official, among others.
