City to rehabilitate social development center next year

THE City Government of Bacolod will rehabilitate the Social Development Center (SDC) in Barangay Taculing next year.

Executive Assistant Samuel Montoyo, cluster head on SDC, said yesterday he already submitted the P5-million budget proposal to repair the building and its facilities.

He said that on August, he inspected the SDC building and saw that it needs to be repaired to ensure the safety of the children in conflict with the law housed in the facility.

Councilor Bartolome Orola had earlier authored a resolution requesting the City Mayor's Office to check the status and condition of SDC.

Orola said that during their last monitoring, they have determined that the SDC facilities were not properly maintained and kept scrupulously clean at all times.

These include detention-like environment such as sleeping on cold concrete next to rows of bodies, indecent quarters, inadequate sanitary installations, dirty comfort rooms, clogged toilets and septic tanks, and lack of drinking water stations.

Orola recommended that professional and trained people in charge of the center must provide daily monitoring and supervision of the minors’ development activities and programs to make sure that their welfare or best interest are served.

Montoyo said they will assign a professional personnel to man the center such as a social welfare officer.
