BACOLOD City Legal Officer Joselito Bayatan yesterday challenged the complainant on the alleged P1.5-million bribery on the issuance of the occupancy permit to a newly-opened mall in Barangay Mandalagan to come out.
“Come out and put your complaint in writing so that legally we can act on the allegations,” Bayatan said.
A text message being circulated states that an employee of an electric company was tapped by an officer of the contractor-builder to bribe seven engineers and an architect at the Office of the Building Official (OBO) for P1.5 million in exchange for a fake occupancy permit.
OBO head Isidro Sun said he discovered the fake occupancy permit when the tenants of City Mall of Double Dragon Properties Corp. applied for business permits.
The supposed fake occupancy permit was given to the tenants so that they can secure business permits. It bears the signature almost the same that of Sun’s name. However, the name is that of Engr. Samuel Sun.
“Although I like that name, it’s not my name and we have no employee named Samuel Sun,” the OBO head said.
He added that he will talk to the management of City Mall about the matter, and said that he also welcomes an investigation.
Meanwhile, Sun said that City Mall which opened November 8 executed an undertaking through Reynaldo Tendero, project-in-charge, that in one month they will comply with their deficiencies.
These include the provision of persons with disability facilities such
as rest rooms; installation of railings at stairs; installation of all plumbing fixtures; and submission of mechanical as-built plan and STP cistern rain water collection tank detail.
Sun said that because of the undertaking, the mall was issued an occupancy permit.
