BACOLOD City Councilor Ricardo Tan asked the Bacolod City Police Office (BCPO) through Mayor Evelio Leonardia to request the management of malls and other commercial business establishments to install closed circuit television cameras (CCTVs) in their parking areas.
Tan, who authored the resolution for the purpose, said business establishment owners should also allow the police to access their CCTV recorded data, in the course of investigation, to stop the increasing number of theft and other crimes against property committed in various areas.
He said that for already several occasions, a number of car owners had reported the crimes of theft and destruction of their vehicles while their cars are being parked in spaces provided by malls and other commercial establishments.
“The security guards assigned in the parking spaces of malls and other commercial establishments deny seeing such unlawful acts, leaving the victims, specifically the car owners, helpless and the crimes unsolved,” he added.
Tan cited that Article II of Republic Act No. 9734 or Consumer Act of the Philippines provides that it is the policy of the state to protect the interest of the consumers, promote the general welfare, and establish standards of conduct for business and industry.
He said the installation of CCTV cameras and access of Philippine National Police to the recorded data may help a lot in solving these crimes, and in making the persons liable under the law.
