Council formed to protect Davao water resources

DAVAO City Mayor Sara Duterte-Carpio issued an order providing the creation of the Davao City Water Resource Management Council/Task Force that will ensure the protection of the water resources of the city.

Duterte-Carpio on July 19 signed Executive Order 30 to strengthen city ordinance No. 117-01 or the "Water Management and Protection Code of Davao City" that provided for the creation of Davao City Water Resource and Management Council as an inter-departmental body primarily tasked to protect water resources of Davao City.

The order is also consistent to city ordinance No. 0546-13, also known as Zoning Ordinance, which among others provided for special requirements for developments in areas within Davao City identified as water resource zone.

The council and team will be responsible for the efficient and effective implementation of the development plans, programs, objectives and priorities of the city.

Based on the order, the council will be chaired by the city mayor while the city administrator will be designated as vice chairperson.

It will have the Chair of City Council Committee on Environment and Natural Resources, Chair of City Council Committee on Energy, Transportation and Communication, The General Manager of Davao City Water District, City Environment and Natural Resources, City Health Office, City Engineer’s Office, City Planning and Development Office, City Legal Office, Business Bureau and Zoning Administrator of Davao City as members.

The council is tasked to perform all of the duties, functions and powers as mandated and provided for by the Water Resource Management and Protection Code of the city.

It is further provided that the said council shall also act as a Task Force tasked to carry out the duties, functions, and powers necessary to ensure the faithful compliance of any person/entity on any forms of development as provided by the Zoning Ordinance of Davao City.

The City Planning and Development Office and its appropriate personnel shall ensure and provide for all the clerical, secretarial, and administrative works, related to the functions of the council/task force.

All costs pertaining to the operation of Council/Task Force, including incidental, necessary, and other expenses shall be taken from the available funds of the City Government of Davao subject to the usual accounting and auditing rules and requirements. (KVC)
