DAVAO City’s Central Grievance Committee (CGC) was reconstituted through an executive order signed by Mayor Sara Duterte-Carpio.
The EO 19 ordered the reconstitution of the committee to address grievance between or among government officials and employees even to non-career employees whenever applicable whenever applicable.
The order stated that the CGC shall compose of the city mayor as the chairperson, Human Resource Management Office Department as the vice-chairperson.
Members of the committee Assistant City Administrator for Operations, City Social Services and Development Office head, two representatives of the career rank and file employees chosen through general employees chosen through general assembly for any other mode of selection to be conducted for the for the purpose or designated by an accredited union as members to the committee.
The order also states that the CGC shall develop and implement pro-active measures that would prevent grievances, such as the conduct of employee assemblies, counseling and interventions, and other similar activities.
They will also conduct continuing information drive on grievance machinery among its offices and employees. Part also of their task is to conduct investigation hearing within the ten working days from the receipt of the grievance and render a decision within the five working days after the investigation. They will also establish their own set of rules, procedures, and strategies to perform to mandated functions, subject to applicable and existing laws, rules, regulations, and other issuances.
The Human Resource and Management unit will assist and extend all technical, clerical, administrative, and other secretarial services to the CGC.
The funding of the committee will be sourced from the Davao City Government. (KVC)
