THE Davao City Water District (DCWD) is not blaming Davao Light Power Company (DLPC) over the power interruptions at the Dumoy Water Facility in Talomo District, which caused the water interruption in the city.
DCWD spokesperson Bernard De Lima, in an interview, said the relationship between DCWD and DLPC is more on informing each other on every emergency repair and operation of both agencies.
"We cannot do anything every time they inform us that they will be conducting repairs on those areas close to our water facility because they really have to," De Lima said.
The water facility in Talomo, De Lima said, is an electricity reliant facility that has 14 booster pumps pushing water to the two main water lines of the city.
He added that once an electricity interruption occurs, the booster pumps will stop operating resulting to zero water supply in some parts of the city.
DCWD, however, advised DLPC to conduct repairs before and after 9 p.m. to 3 a.m. to avoid peak hours of water use.
De Lima also said the plan made by DCWD last year to purchase two mobile generator sets for each production well to address water interruptions during brownouts did not materialize because Talomo Water Facility needs three megawatts of power supply to run the whole system.
"The two generators are not enough. We need a power plant," he said.
De Lima added that the P500-million budget for two mobile generators is unpractical as the Tamugan Bulk Water Supply will be operational in 2019.
