THE role of the advisory councils of the Philippine National Police (PNP) is "important for the police to achieve its goal," Governor Wilter Palma said during the opening of the 1st Regional Advisory Council Summit held March 15-16 in Ipil, Zamboanga Sibugay.
Palma was not actually present during the opening, but in a statement read during the event, he underscored the importance of the Performance Governance System (PGS) as a framework to enhance the delivery of the basic service to the people.
"Even in the Provincial Government, it has to comply with the PGS to be able to receive the Performance Enhancement Incentive," he said.
Under the PGC, which was funded under the Millennium Challenge Corporation, the national police force seeks to translate its vision into concrete and measurable results.
The multi-level police advisory councils, which was established from the national down to the municipal level, serve as an advisory body of the PNP in the implementation of PNP Patrol Plan 2030.
Patrol stands for Peace and Order Agenda for Transformation and Upholding of the Rule of Law. It is part of the continuous transformation strategy for the PNP to achieve its goal to become capable, effective, and credible police office.
Palma appealed to the members of the advisory councils present during the two-day summit to help the police in transforming the organization.
"The police can't do their job without the support of the people," he said in a statement.
"Without the support of the advisory council, the police cannot do their job," he added.
The members of the advisory councils, together with the Technical Working Groups, have the responsibility to evaluate and amend the strategies for the implementation of the PGS.
They shall also advise their corresponding units the necessary amendment to the current and development of future programs, projects, and activities.
They will also assist and advise the PNP unit where they are embedded on possible ways to generate additional enabling resources in order to support and sustain the PNP's present and future plans and programs.
