INVESTIGATORS from the Commission on Human Rights-Central Visayas visited the Cebu City Jail on Wednesday morning, August 2, to conduct an inquiry on a reported mauling of an inmate and a noise barrage staged Tuesday night.
The noise barrage happened past 10 p.m. Tuesday, August 1.
City Jail Warden Arnel Peralta ordered his personnel to throw tear gas at the inmates to stop them from making noise.
Cebu City Councilor Dave Tumulak learned that inmates on cell number one started the barrage, radio dyLA reported. It is the cell of Marvin Gimpeso, an escapee who was caught on the same day.
Gimpeso said he escaped because of his longing for his family and maltreatment he received from the Bureau of Jail Management and Penology officers.
Tumulak said Gimpeso was tortured after he was brought back to cell number one.
Tumulak added that he told the city jail officials to let Gimpeso stay in the hospital, but the inmate was still brought to the jail facility.
The councilor received the report about Gimpeso's condition from the wives of the inmates. He doubted the inmates still have communication with their family members. (KAL/VoxPop Cebu)
