ILOILO City is recent recipient of the Bottom-up Budgeting (BuB) program with two projects in collaboration with the Department of Interior and Local Government (DILG) and various skills development free trainings for institution and community based programs with the Technical Education and Skills Development Authority (Tesda).
The Iloilo City Council has authorized City Mayor Jed Patrick Mabilog to sign a Memorandum of Agreement (MOA) with the DILG and Tesda for the implementation of BuB projects designed to empower grassroots organizations and the local government unit in identifying priority poverty reduction projects to be funded by the national agencies through a participatory and budgeting process.
In his committee report, City Councilor Eduardo Penaredondo said the city has been identified by the National Anti-Poverty Commission, Department of Social Welfare and Development, DILG and Department of Budget and Management as one of the BuB priority areas and has complied with all the requirements through the endorsement of the city’s Local Poverty Reduction Action Plan by the business sector an civil society organizations.
The MOA between the city and DILG totals P29 million and covers the construction of an evacuation center amounting P16 million with a City Government counterpart of P8 million.
The DILG has also allocated P5 million for a potable water supply for the city without a budgetary counterpart.
The two MOAs with Tesda is for the free training of qualified beneficiaries by Tesda accredited technical and vocational education training providers.
The qualified beneficiaries of the free training will be identified by the city based on a qualification map prepared by the city and Tesda.
The cost incurred by this project will be shouldered by Tesda through their BuB programs allocation.
