THE Regional Internal Affairs Service in Davao Region (Rias 11), the lead agency in the campaign against all forms of misconduct in the Philippine National Police (PNP) organization, has received a total of 206 cases since 2016 in Davao region.
During the AFP-PNP Southern Mindanao Press Forum at The Royal Mandaya Hotel Wednesday, April 11, RIAS 11 chief Police Senior Superintendent Jose Carumba said the record is way lower compared to those in other regions where he was previously assigned.
This was the result of the intensified internal cleansing campaign of the current administration to weed out scalawags as well as the increase in salaries of the uniformed personnel, which has boosted their morale, he said.
“Ginawang model ang Davao City dahil ang President natin taga dito at Police director general Ronald 'Bato' dela Rosa, so parang naging inspiration sa ating PNP personnel na huwag gumawa ng masama sa kanilang trabaho,” he said.
In 2016, their office received 86 cases including irregularities in the performance of duty (two), neglect of duty (nine), violation of Republic Act 9262 or Violence Against Women and Children (eight), violation of Revised Penal Code and Special Laws (35), violation of RA 6713 (seven) and violation of Police Operational Procedure (20), incompetence (three) and disobedience (two).
Cases received in 2017 included: irregularities in the performance of duty (one), neglect of duty (12), violation of Republic Act 9262 or Violence Against Women and Children (three), violation of Revised Penal Code and Special Laws (24) and violation of Police Operational Procedure (41).
In the first quarter of 2018, Rias 11 documented the following cases: violation of Republic Act 9262 or Violence Against Women and Children (three), violation of Revised Penal Code and Special Laws (nine) and violation of Police Operational Procedure (23) and disobedience (four).
“Pababa ang trend ng kaso in terms of internal discipline ng ating PNP dito sa region 11. Halos pare-pareho but in terms of breach of internal discipline, mababa. Ito yong neglect of duty, awol of PNP personnel,” he said.
In 2016, there were six police officers who were dismissed from the service, 10 in 2017 and none so far in the first quarter in 2018.
