SECOND District Representative Leo Rafael Cueva of Negros Occidental expressed support to the proposal for the House of Representatives and the Senate to transform into a Constituent Assembly (ConAss) to realize the changing of the form of government to federalism.
Cueva said that changing the form of government will take time that is why a no election scenario in 2019 is possible.
“It’s possible that there will be no mid-term election in 2019 if ConAss would start in October this year,” he said.
Cueva said he is amenable to having no election or extending the term of incumbent officials, but only for a year to give way to the transition to federalism.
He said that everything about ConAsss and federalism would be clearer once Congress resumes its session on January 15.
As of Tuesday, he said, there is no communication yet from the Speaker of the House pertaining to ConAss.
