THE Land Transportation Office (LTO) in Davao Region started implementing last January the online transmittal of medical certificates from the clinic of doctors to the LTO, and do-it-yourself system encoding and processing of sales reporting for new registrations of vehicles.
LTO Regional Director Gomer Dy, during the Kapehan sa Dabaw media forum at The Annex of SM City Davao, said the availability of their online services has been extended to avoid fake documents.
Dy said the idea of having online transmittal of medical certificates stemmed from the fact that they have caught people selling fake and pre-signed medical certificates outside the LTO office.
“Instead of bringing hard copy of medical certificates, license applicants will just transmit their medical certificate online from the clinic of the doctor and will be sent to LTO system,” Dy said.
He said they will only cater to accredited doctors enrolled in their system.
The LTO regional director said doctors will be enrolled in the identification system of LTO, and the doctors' biometrics such as thumb mark is needed for the validity of the document.
“Dili na siya ma-transmit without his thumb mark (The transaction will not be processed without the doctor's thumb mark),” he said.
He added they will monitor doctors who are not properly doing check-ups.
Once proven, they will blacklist the said doctor and report it to the Philippine Medical Association.
Meanwhile, the do-it-yourself system of encoding and processing sales reporting by vehicle dealers aims to hasten registration of new vehicles.
“Sila na ang mu-encode sa sales report, pag muabot sa among system printahan nalang namo ug official receipt and car registration bayad nalang siya sa iyang bayronon. (They will encode the sales report. Once it reaches our system, we will print their official receipt and car registration, and they only need to pay),” Dy said.
He added the scheme shortens the registration time from three to seven days.
The registration for five-year validity of driver's license also started last November 2016.
He said LTO has a backlog of 115,871 plastic cards for license with three-year validity.
“As of last Friday, we have issued 40,845 plastic cards, so we have a backlog of more than 75,000 license plastic cards. We kept on requesting from the national office additional cards so that we can completely address the backlog,” Dy said.
Registration payment for the five-year validity license reaches up to more than P700, while the three-year validity license costs P365, he said.
Hopefully by June, they will complete the backlogs for license with three-year validity and will start the distribution of plastic cards valid for five years, he added.
