BAGUIO City Vice Mayor Edison Bilog filed a resolution which seeks to reiterate an existing resolution “Requesting the Baguio City Police Office-Traffic Enforcement Unit to strictly implement the no overloading policy for public utility jeepneys (PUJs) in this city, in coordination with the Department of Transportation-CAR and Land Transportation Office-CAR and conduct regular inspections to ensure compliance”.
In the said resolution, Bilog stated that the City Council conducted legislative monitoring and evaluation of Resolution No. 278, series of 2016 “Requesting the BCPO-Traffic Enforcement Unit to strictly implement the no-overloading policy for PUJs’” which included the conduct of interviews with several jeepney passengers as to whether or not PUJs adhere to the no overloading policy.
But upon the said monitoring, it was found out that despite the existence of the said measure, there are still occurrence of overloading of passengers which could cause accidents and inconvenience to the riding public.
With this, the vice mayor specified that there is a need to reiterate the said resolution to the different sectors concerned. Under the DOTC Joint Administrative Order No. 2014-01, violators of the said measure will fall under “Breach of franchise conditions under 2011 Revised Terms and Conditions of CPC” which carries a fine of P5,000 for the 1st offense, P10,000 and impounding of unit for thirty days for the 2nd offense and a fine of P15,000 and cancellation of CPC where the unit is authorized for the 3rd and subsequent offenses.
