THE City Council during Monday’s regular session passed several measures on first reading.
The council approved on first reading the proposals introduced by Committee on Social Services, Women and Urban Poor Chairperson Councilor Lilia Fariñas “Mandating all business owners, operators, or their duly authorized representatives to attend a seminar on waste and water management as a prerequisite for the issuance of business permits”, and the other measure “Amending Article X: Section 1 of the Transportation and Traffic Ordinance of the City of Baguio entitled: Speed Restriction, and hereby declaring areas in the city to be established as ‘Strictly No Speeding Zones’ or ‘Slow Speed Zones’.
The said proposed amendment seeks to declare areas in the city as “Strictly No Speeding Zones” where necessary, and at all times, 24 hours a day, not only for four-wheeled or more vehicles, but for motorcycles as well since the population of the city has increased over the years as brought about by the influx of students and tourists and “built-up” areas almost already cover the entirety of Baguio and therefore must be identified for the proper enforcement of the law.
The council also passed on first reading the proposed ordinance introduced by Councilors Benny Bomogao, Faustino Olowan and Michael Lawana entitled “Towing Ordinance of the City of Baguio”.
The said measure seeks to provide for a regulated towing system of damaged, abandoned, immobilized, illegally parked, or disabled motor vehicles on public right-of-way or on public or private property within the city streets or roads.
And finally, the legislative branch also passed on first reading the ordinance proposed by Councilor Leandro Yangot Jr. which requires all persons operating or doing business within the territorial jurisdiction of the City of Baguio for the mandatory submission of Environmental Sustainability Action Plan upon securing or renewing business and/or Mayor’s permit and providing penalties for violations therefore.
