ON JANUARY 27, Deped (Department of Education) released Deped Order 6, s. 2017 entitled “Multi-year Implementing Guidelines on Early Registration.”
This is in preparation for the opening of classes for School Year (SY) 2017-2018. The activity started last Saturday, January 28 until February 24, 2017 as the period for early registration from Kindergarten up to Grade 10 in all public elementary and secondary schools nationwide.
According to Deped, the said effort primarily aims to reach the expected number of students for SY 2017-2018, to better prepare for and be able to address the possible issues and concerns the department will face during the opening of classes on June 2017.
As a result of its institutionalization, Kindergarten system aimed at ensuring that all five-year-old children are enrolled. The other reasons in releasing the said guidelines are to locate, identify, and enroll out-of-school children (OSC) and youth (OSYs) who are in remote/geographically isolated areas or difficult circumstances.
Also included to be targeted during the early registration are learners with certain exceptionalities, which require unique learning interventions.
The guidelines specified a number of interventions to find them with the leadership of the supervisor in charge of the Sped program.
The whole activity also aimed to understand the barriers to access education, and identify local solutions or interventions to bring them to school and ensure that learners do not drop out and continue to stay in school until the last day of school year and eventually hurdling the milestone of every level.
As an offshoot to the said issuance, school personnel are expected to conduct various activities such as house-to-house campaign, and meetings with local and barangay officials and civic organizations to help locate children who should be in school.
Though the Deped Order also directed that learners may early register in schools where they wish to study, Undersecretary for Planning Service and Field Operations Jesus Mateo reminded the parents to be vigilant in selecting the learning institution where their children will study, particularly if it is a private school.
Mateo pointed out that parents should ensure that the schools of their children are accredited or recognized by Deped. On the contrary, public schools are run by the government and are, therefore, automatically recognized.
According to Deped, it is important for the school, particularly a private institution, to have a permit to operate or a certificate of recognition issued by Deped to guarantee that children are enrolled in proper learning centers. Both permit to operate and certificate of recognition are being issued by the Deped Regional Office upon the recommendation of the schools division.
This corner hopes that the school personnel, the parents and all the stakeholders in education will work hand in hand to carry out the vision, mission and core values of Deped for a better Filipino and a better Philippines.
