THERE will be no session next week, October 18, as the members of the executive and the legislative departments will attend two significant activities in Cebu City on October 17 to 21, a Davao City councilor said Tuesday, October 11 .
This was bared by majority floor leader councilor Bernard Al-ag, saying all members of the Council and heads of Executive departments will attend a three-day Executive-Legislative Assembly (ELA) in Cebu City on October 17 to 19.
Davao City Mayor Sara Duterte-Carpio has recently presented a 10-point agenda to the council, Al-ag said, which they will discuss in the ELA.
He added the legislative members will make an action plan out of the 10-point agenda.
"Nakalagay sa 10-point agenda the general description. We will make an action plan out of it on what would be the programs, the actions and the funds needed for the 10-point agenda to be successful in the next 10 years," Al-ag said.
City Information Office (CIO) head Jefry Tupas said the mayor's programs include poverty alleviation, infrastructure development, education, health, agriculture, transportation, and peace and order.
Al-ag said they want to align with the executive department on how the legislative body can support the mayor through legislations.
He added every program and project needs corresponding legislation in order for it to be successfully implemented.
ELA, mandated by the Department of the Interior and Local Government, is jointly developed and agreed upon by executive and legislative departments of local government units in consultation with various stakeholders.
It is a term-based plan culled out from the Comprehensive Development Plan that contains major development thrusts and priorities of both the executive and the legislative branches for the three-year term of office.
Vice Mayor Paolo Duterte, meanwhile, said the budget for the projects and programs of the mayor will be up to the committee on finance chair Danny Dayanghirang.
Al-ag said aside from the ELA, the council will also attend the Philippine Councilor's League (PCL) Convention in Cebu City on Oct 19 to 21.
PCL is committed to pursue its mandate through observance of the rule of law, sharing of resources and experiences beneficial to the members; and adherence to the principles of consultative and collective. (ICT)
