BACOLOD City Office of the Building Official (OBO) on Friday, June 2, said he is still waiting for the building permit compliance of Bacolod Bulk Water Inc. (BBWI) for the construction of its facilities in Barangay Granada.
OBO Head Isidro Sun Jr. said the BWWI has no building permit, but then they continue the construction in Barangay Granada.
Last week, OBO served a notice of violation to the BWWI.
Sun said that after three days, BWWI personnel went to their office to clear the matter, but their documents were still incomplete.
He said the BWWI has a pending request with the City Council for a resolution of no objection to construct its water treatment plant and intake structure in Barangay Granada, which is part of the requirements in securing a permit.
If the BWWI fails to comply with the permit in 30 days, the OBO will send a second notice of violation.
Since the BWWI has already started construction, Sun said they will impose charges and penalties to the bulk water supplier.
Ryan Yapkianwee, chairman of BWWI, had earlier said they are willing to pay the penalties, admitting that there was a miscommunication on their part.
Yapkianwee said they can start delivering water by October since they are almost finished with the pipe laying.
“How can they deliver the water since they don’t have a building permit and they cannot apply for power connection?” Sun asked.
Aside from surcharges and penalties, Sun said they can still impose another violation if they will determine that some portion of the structure is not allowed in the area since they are constructing near the river.
He said the BWWI’s construction is still subject for evaluation.
“If we determine that some portions are illegal, it will be their risk to demolish the structure. It is the consequence of constructing a building without a permit,” Sun added.
Sun said after sending the second notice of violation, they will send another notice then it will be forwarded to the City Legal Office for the filing of possible charges.
Permits and Licensing Division head Stela Rose Rayos also confirmed that the BWWI has no business permit application for their site in Barangay Granada. (MAP)
