THE construction of the Ayala Land Inc. (ALI) Capitol Central mall in Bacolod City resumed Thursday, November 16, after the Office of the Building Official (OBO) lifted the stoppage order it issued to the contractors on Tuesday.
Engineer Isidro Sun Jr., head of OBO, said Thursday that on Wednesday, architect Stephen Beltran of the Capitol Central project went to their office and submitted the logbook where all the activities inside the construction site from November 4 to 5 were listed.
He said that Beltran narrated how the incident happened that resulted to the deaths of two workers last Saturday.
Police identified the fatalities as Doddy Boy Mallorca, 30, of Manapla town, and Hercalo Abraham, 36, of Bacolod City.
Chief Inspector Benedicto Villarias Jr., head of Police Station 2, had earlier said both victims were pouring cement on the sixth floor of the mixed-use building when the incident happened at 1:45 a.m.
Sun said Beltran told him that the pumpcrete machine malfunctioned and hit the scaffolding that may have caused the collapse.
He said that before the incident, there was a power interruption.
Sun asked the contractors Makati Development Corporation (MDC) Build Plus and Kuntel Construction to concentrate on the portion where the accident happened.
Sun said that after the area is cleared, he will conduct another inspection.
On Wednesday, the Department of Labor and Employment (Dole) also lifted its stoppage order to the Ayala contractors.
The order was signed by Dole-Western Visayas Director Johnson Cañete.
