AN OFFICIAL of the Cagayan de Oro Chamber of Commerce and Industry, Inc. (Oro Chamber) is urging the Department of Labor and Employment (Dole) to present to the business sector guidelines on how it intends to stop businesses from practicing “endo”, otherwise known as end of contractualization.
The term "endo" is a contractualization or the illegal hiring system which denies workers regular employment.
Oro Chamber President Jeffrey Ang said they have volunteered to help Dole in disseminating information to business groups but added they cannot do this without a set of guidelines.
"Basta ang giingon lang sa Dole, walaon ang ang contractual nga pamaagi, na kung mahuman ka ug 6 months regular na gayud ka. But sa among part, wala may problema ana nga patakaran basta give us the guideline. There is no paper trail, sige lang man sila ug sulti," he said.
"Wait and see lang mi karon, until walay klaro ang guidelines," he said.
However, Ang said that eliminating of "endo" would also bring adverse effects not only to businessmen but also to the working masses as this would result drop in employment and hiring.
"Ang masakripisyo ana ang business sector, magkalisod sila ana, and eventually maapektuhan ang atong mga trabahante, dako na hinuon kini nga problema," he said.
"Kung i-implement nila karon gayud dayon September or October, daghan ma-jobless, gamay ray 1,000 ana nga ma-jobless sa isa ka kompanya," Ang said.
Ang said multinational companies, such as malls, fast food chains, department stores will be the most affected businesses.
"Para sa ako, gibuhat raman ni sa mga businessmen para dili sila makabayad sa benefits, pero pareho raman gayud gihapon ang sweldo sa uban. Para sa akong ginabuhat sa akong business, pwede ka mag 6 months, pero you compute their benefits daan and you give them that amount after 6 months, after their contract ends," he said.
Endo has a fair share of advantages and disadvantages to a business owner, he said, saying that when you give an employee a 6-month contract, you have the time to evaluate his/her performance.
The disadvantage, he adds, is abusing it.
Ang said the National Government must also hold consultations and public hearings before implementing a new system.
"We requested for consultation, a public hearing. Due process dapat, dili diritso nga ambak dayon ta labina ingon sila sa September or October daw kuno ma-implement na. Dili ta diritso m-jump kung unsay ilang giingon because we will also have to fight for them to hear our sentiment and side," he adds.
The Oro Chamber’s membership includes 290 businesses, from multinational companies to micro, small and medium enterprises.
