THE chief of the Police Public Safety Company (PPSC) of Zamboanga Sibugay urged members of the Company Advisory Council to help in developing better police and community relations.
Superintendent Muammar Mukaram, company commander of the provincial PPSC, told members of the council Friday that the police cannot do so much without the support of the civilian population.
He made the call Friday, March 10, as he briefed the advisory council on the program under the Philippine National Police's (PNP) Patrol Plan 2030.
Patrol stands for Peace and Order Agenda for Transformation and Upholding of the Rule of Law. It is part of the continuous transformation strategy for the PNP to achieve its goal to become capable, effective, and credible police office.
Using the Performance Governance System, funded under the Millennium Challenge Corporation, the national police force seeks to translate its vision into concrete and measurable results. It also aligned its operational activities with bigger and long-term objectives to be monitored using established scoring system.
Mukaram admitted they are facing challenges in the field with a “very limited budget to improve crime prevention and crime solution.”
Around 92 percent of the PNP budget go to salaries and related personnel benefits.
“Only eight percent is left for operations,” he said.
To optimize its resources, Mukaram said they partnered with the different stakeholders in the course of their work.
Provincial Board Member Vic Javier, meanwhile, vowed to explore different avenues where the Provincial Government can help.
Several provincial legislations had already been passed to enhance law enforcement in the province, he said. One of these measures was the provincial resolution endorsing the establishment of the provincial Maritime Police Office in the province.
Javier is one of the members of advisory council. Other members come from the media, church, academe, business, and the local government.
