BACOLOD City Executive Assistant Samuel Montoyo, member of Anti-Red Tape Act Core team, said he will file a disobedience complaint before the Office of the President against the five village chieftains.
Their villages failed to participate in the Business One-Stop-Shop, which issues mayor’s permits, still ongoing the Bacolod City Government Center.
Montoyo said Wednesday that of the total 61 villages, 56 villages have sent their representatives as of Wednesday.
“This is final and I will no longer give another chance to the non-cooperative villages such as Barangays 2, 4, 16, 19, and 31,” he said.
On December 19, Mayor Evelio Leonardia issued Executive Order No. 37, instructing all villages to participate in the one-stop-shop, which started on January 3.
Montoyo said that aside from the directive from the mayor, President Rodrigo Duterte had earlier issued an order to shorten the time of processing or releasing of business permits.
He added that he will file charges against village chiefs Victor Aliguin of Barangay 2, Freddie Vargas of Barangay 4, Nelson Ligaya Jr. of Barangay 16, Jocylin Uychiat of Barangay 19, and Mario Flores of Barangay 31.
Montoyo noted that these villages are supporters of the previous administration.
“We should set aside politics here because it involves the people of Bacolod who are processing their business permits,” he said.
Through the one-stop-shop, business owners can fast track the processing of permits, and save time and money since all agencies and offices they need to transact with are together under one roof.
The processing of permit has also been streamlined from five steps into three steps to ensure a faster service, and with accomplished requirements, the permit can be issued in one to two days.
