THE Cebu City General Services Office (GSO) will investigate the Barangay Sirao councilor whose City-issued vehicle was seen at the South Road Properties (SRP) and used allegedly for a non-official trip last Sunday.
GSO Acting Chief Ronald Malacora said due process will be given to Sirao Barangay Councilor Flaviano Gabunada to determine if he indeed used his City-issued vehicle for a non-official function.
“We will have it checked, investigate what was the purpose of using the vehicle,” he said.
Malacora said the destination of government vehicles will always be reflected on the trip tickets issued to the drivers, that it why GSO will check if the trip when the vehicle was seen at the SRP was logged.
Malacora said a notice to explain will be served to Gabunada.
The photo of a group of teens on board a white Mitsubishi Strada pick-up at the SRP was uploaded by Inayawan Barangay Chief Lotlot Ignacio-Soon’s husband on Facebook caught social media users’ attention.
It was allegedly used for a private purpose.
In an earlier interview with Sun.Star Cebu, Jannen Arda Gabunada, the daughter of the village councilor, said she informed Soon’s husband through a private message on Facebook that her father did not use the vehicle for a personal activity.
She posted a screenshot of her message on Facebook.
“They went to Talisay to help a resident transfer her things to Barangay Sirao because the resident wanted to transfer her residency (in Barangay Sirao),” she said.
Since Gabunada is the accountable person of the vehicle, Malacora said he will be made to answer the allegations.
“We will really see what was encoded in the trip ticket because it’s unfair to just judge him right away,” Malacora said.
Instead of issuing the vehicle to Sirao Barangay Chief Felix Limotan, the City-owned vehicle was given to Gabunada, who is an ally of Bando Osmeña Pundok Kauswagan.
