BACOLOD City Executive Assistant Celestino Guara, cluster head on peace and order and police matters, urged local tax payers not to engage in transactions outside the Bacolod Government Center.
Guara said Monday, April 24, that he was informed that last week, a woman reported to Police Station 4 that she lost her cash to an unidentified city employee assigned at the Office of Building Official (OBO).
He said the woman, who was processing a business permit, had a transaction with the OBO employee outside the BGC.
Guara is waiting for the complainant to identify the employee, who may face administrative charges.
“Those who are processing business or occupancy permits should make a transaction inside the OBO office and avoid fixers,” Guara said.
He said he believes that fixers still exist at OBO.
“They make a transaction outside the BGC because of the strict implementation of the Anti-Red Tape Act,” Guara added.
Last year, Mayor Evelio Leonardia ordered the OBO officials to eliminate fixers in their office.
Guara said they will conduct an investigation to determine the identity of the employee, adding that most of the employees who engage in “fixing” of business permits are from the OBO.
