BACOLOD City Mayor Evelio Leonardia has formed Tasked Force All Saints’ Day to monitor and facilitate in the implementation and regulation of public markets, plaza, and cemeteries during the event.
Leonardia issued Memorandum No. 181 dated October 24 designating Executive Assistant Ernesto Pineda as chief coordinator of Market Coordinating and Monitoring Task Force.
Pineda was directed to coordinate with the City Legal Office, Bacolod City Police Office (BCPO), and Bacolod Traffic Management Office (BTAO) to ensure the proper implementation and regulation and in maintaining of peace and order.
He was also tasked to coordinate with the City Treasurer’s Office and City Mayor's Office-Permit's and Licensing Division that all corresponding permits, licenses, and collection of special fees are duly applied and paid for.
Leonardia also assigned the Department of Public Services (DPS) for the maintenance of cleanliness and collection of garbage during and after of All Saints’ Day and All Souls’ Day.
Pineda said yesterday that he already met with the department heads, including those of BCPO and BTAO.
He added that the CTO and Permits and Licensing Divisions required the flower vendors to pay P200 for special permit, P100 business tax, and P100 for garbage fees.
The flower vendors will occupy the areas along Libertad Market, Mabini Street, Burgos Market, and public plaza.
Pineda said they will also regulate the kiosks along Burgos public cemetery by requiring the owners to apply for a special permit.
Superintendent Luisito Acebuche, head of BTAO, said they will implement a road closure along Burgos Street starting midnight of October 31.
He said all vehicles from west to east will pass along Galo Street, and vehicles from east to west will pass at Ylac Street along Police Station 4.
BTAO will deploy about 300 traffic enforcers to ensure the smooth flow of traffic in various public and private cemeteries.
Senior Superintendent Flynn Dongbo, acting director of Bacolod City Police Office (BCPO), said on Wednesday that police assistance desks (PADs) will be set up in cemeteries a day before the November 1 and 2 events.
Personnel assigned in assistance desks will come from police stations that have cemeteries in their areas of jurisdiction.
They will be deployed from October 31 until November 2.
Dongbo said he will meet with the station commanders to discuss the security plan for the two-day holiday.
