THE Legislative-Executive Development Advisory Council (Ledac) has endorsed to President Rodrigo Duterte to certify as urgent a bill imposing the national identification system, the National Economic and Development Authority (Neda) said Wednesday.
Socioeconomic Planning Secretary Ernesto Pernia said that Chapter 5 of the Philippine Development Plan, which centers on clean and efficient government, recognizes that implementing the national ID system would facilitate the delivery of public services, especially to marginalized groups like indigenous peoples and the poor.
It will also be harmonized with the civil registry system as well, he said during the Philippine Development Forum: Sulong Pilipinas 2017 at Edsa Shangri-La Hotel, Mandaluyong City.
"Accordingly, I am pleased to note that the proposed Unified National ID System Act was endorsed by the Executive Committee of the Legislative-Executive Development Advisory Council for certification by the President as urgent," Pernia, also Neda director-general, said.
He said the proposed measure is included in both the Common Legislative Priorities of Congress (CLPC) and the President's Legislative Agenda (PLA).
The proposed national ID system, pending in both Houses of Congress, provides that only one ID will be used for all transactions in government agencies. (SDR/VoxPop Philippines)
